In November 22, 1996, the Ministry of International Trade and Industry exercised a hazard prevention order to Tatsumi Co., Ltd. to recall the roller skates, which was made in Taiwan and imported and sold by Tatsumi Co., Ltd., based on the provisions under Article 35 of the Safety Law of Consumer Life Products

1. Background
On the spot investigation of sales agencies in Oita Prefecture and Hiroshima Prefecture, roller skates with no legal labeling thereon were found.
It was clarified that the appropriate importers had no recognition of the Safety Law of Consumer Life Products, got no official approval of the Class 1 Specific Products, did not notify after the product was shifted to the Class 2 Specific Products (revision of Cabinet Order in January 1996), and sold the articles with no legal labeling thereon.
When a conformity assessment for the safety standards was performed to find it nonconforming to the standard.
2. Situations of Nonconformity to Standard
The results of a running test prescribed in Roller Skates Safety Standard under the Safety Law of Consumer Life Products showed that a wheel came off during running, or the wheel was swelled by the friction heat with the ground, which made impossible of securing the smooth running.There is a possibility of causing tumbling down during running.
